Application Hours

If you have a low income and cannot afford to hire an attorney for help with a civil legal problem, you may come to our office during our scheduled Application Hours to apply for our services and be screened for eligibility.  No fee is charged for our services.  

The next Application Hours are scheduled for:
Tuesday, February 25, 2020, from 9:00 - 10:30 a.m.
What to Bring:
- Proof of income and financial assets for yourself and all of your household members.
- All documents related to your legal issue.
No specific document is mandatory, but you should plan to bring all paperwork which will help you to give us accurate information about your financial situation and legal problem.
What to Expect:
- You will be given a number upon your arrival which reserves your place in line.  You will be asked to complete an application.  After you've turned in your application, we will meet with you on a one-on-one basis.  You will be screened for financial eligibility, any conflict of interest, and the services available based on your legal problem.  In most situations, we will be able to inform you that same day if you are eligible for any of our programs.

- Only the first 15 applicants will be screened unless the matter is an emergency as defined by Franklin County Legal Services.  We do not always reach this cap, however, there are some days that we do.
- Children under the age of 12 may not be left unsupervised in the waiting room and will not be permitted to be present during your individual screening. 
- You will probably need to wait at least an hour or more to be screened for eligibility.  Higher numbers have a wait time of several hours.  Higher numbers will be given a time to return by if they would prefer to leave rather than wait in our office.  You may wish to plan for a long wait time by bringing along something to do and a snack/drink.    
- Franklin County Legal Services provides free legal help to hundreds of persons each year.  The application process to seek our services during Application Hours does require an investment of approximately 1-6 hours of the applicant's time.  Not everyone meets the criteria for our services and we appreciate the time that applicants give to this assessment. 
Location and Parking: 
- Our address is 336 Lincoln Way East, Suite B, Chambersburg, Pennsylvania  17201. 
-  If driving on Lincoln Way East going toward the Fountain Square in Chambersburg, Franklin County Legal Services is located in the last alley on the left before the Post Office. Take the last possible left before the Post Office and then our office is in a long white building on the left in the alley. You will see a black/white sign on the building which says "Franklin County Legal Services."
- After you turn into the alley, please find parking alongside the white building.  If there are no parking spaces left alongside the white building, please look for orange cones directing you where to park. 
Future Application Hours: 
You may check this page after 5:00 p.m. on or after the above date to learn of the next scheduled Application Hours.  Application Hours are scheduled on different days/times as often as possible and are announced one at time so that we can best meet the needs of our current clients.
Special Screening:
If the Application Hours do not work for you for any reason, you may request a special screening.  Please call us at 717-262-2326 to request a special screening.
Weather-related Closings: 
Application Hours will not be held if the County of Franklin is delayed or closed for inclement weather.  You can check the County's closure/delay announcements here:
